JOHN Z. BARR, CCIM – MANAGING DIRECTOR – Interim Chief Credit Officer, Community Bank of the Bay, Oakland, CA

John has been working in Mergers & Acquisitions in strategy and due diligence in various community banks as FDIC assisted, whole bank and roll-ups. He has been a Chief Credit Officer for 4 Banks and is also acting in credit administration and special assets roles with various community banks from Texas throughout the west. John is currently the Interim Chief Credit Officer for Community Bank of the Bay, where he was prior to relocating to Sacramento where he was Chief Credit Officer of Golden Pacific Bank before returning to his current position. Prior to that he was a consultant for Valley Community Bank, Pleasanton, CA to manage the bank with its Consent Order and to either raise capital or sell the bank. He was appointed the Chief Credit Officer in early 2012 and successfully improved Asset Quality and assisted the bank in the very successful sale of the bank to Bay Commercial Bank in 2015.

His strength derives from his 37 years of credit administration, real estate, asset based and C & I lending as well as having restructured many problem loans and OREO’s. He has an extensive background in the financial services industry having served in senior management positions with the Bank of New England, IBM Global Finance, National City Bank, California Bank & Trust and Washington Mutual Bank.

In addition to his credit administration, business banking and asset based lending experience he has financed in excess of $3 Billion in real estate loans, is a Superior Court Receiver, current an Expert Witness on numerous cases.

He holds a B.A. from the University of San Francisco and an M.B.A. in Finance and is a CCIM and has been a speaker on various panels at banking seminars and classes.

DAVID R. CARDINAL, CCI

David R. Cardinal has been in many phases of the development, construction, construction lending, real estate and receivership consulting service.

In this current market, he is working with the court systems, developers and construction lenders to determine the best future for problem projects and working with lenders to do portfolio reviews. He is dong cost reviews, feasibility analysis on new construction lending as well as making sure funds are being spent reasonable on the projects in process.

As a project manager, David has provided construction services including facility audits, owner representation services, pre-funding loan analysis, construction loans monitoring and loan workouts. Dave’s experience includes involvement in over 1,000 projects consisting of residential and commercial construction with loans up to $150,000,000. David is a graduate of the University of Wisconsin, Madison where he received a Bachelor of Science degree in Construction Administration. David is a licensed contractor with a California Contractor License #773747. He is a Certified Construction Inspector, a member of the Association of Construction Inspectors, a Certified Environmental Inspector and a member of the Environmental Assessment

Scott D. Rogers, Collaborating Counsel

Scott Rogers is a partner in the Real Estate Group in the San Francisco office of Holme Roberts & Owen LLP.  Mr. Rogers’ has nearly 30 years experience in a wide array of commercial real estate projects representing both institutional and private interests.  His expertise includes nearly all aspects of real estate investment including acquisition, development, financing, management, leasing, and disposition.  Mr. Rogers representation of lenders includes origination, servicing, workout and loan enforcement matters including foreclosures, collection actions, receiverships, note sales, REO dispositions and co-lenders issues.  Mr. Rogers often serves as an expert witness on various aspects of real estate including lending, workouts, foreclosures, title insurance, escrow and due diligence.

Mr. Rogers is the past Chair of the California State Bar Real Property Section Executive Committee and currently serves as Co-Executive Editor of the California Real Property Journal and a Director of the Marin County Bar Association.  Prior to joining HRO, Mr. Rogers was Vice President and Senior National Underwriting Counsel for the National Commercial Services Division of First American Title Insurance Company where his responsibilities included legal analysis, risk management, problem solving and decision making for a wide variety of commercial real estate transactions on a national basis.  Prior to First American, Mr. Rogers was a partner at Landels Ripley & Diamond LLP, where he represented institutional and private property investors in the negotiation, documentation and enforcement of all forms of equity and financing transactions.

A California native, Mr. Rogers obtained his B.A. in Economics from U.C. Irvine (Phi Beta Kappa, magna cum laude) in 1978 and his J.D. and MBA from UCLA in 1982.

Lawrence A. Souza, CRE/FRICS/CCIM

Principle-Real Estate and Financial Economist/Advisor/Broker

Mr. Souza has over 20 years of experience in the commercial real estate industry.  Prior to establishing the Johnson/Souza Group, Inc., Mr. Souza worked for Charles Schwab Investment Management (CSIM), as Managing Director, Index Services; Chief Economist – Managing Director with Global Real Analytics (GRA); and Investment Advisor for Quantum Financial Network (QFN), providing economic and investment consulting and advisory services to retail and institutional real estate investors. He has also held senior positions in strategic portfolio research and analysis with BRE Properties, Metric Realty Advisors, and Mellon-McMahan/MacFarlane Partners. Mr. Souza holds graduate degrees in several fields, including finance, economics, public administration and information systems. He has also been teaching college level courses for the past 12 years: Real Estate, Finance and Economics at Cal. State East Bay (Hayward), Golden Gate University, San Francisco State University, and Santa Clara University. Mr. Souza is a Counselor of Real Estate (CRE), a Fellow of the Royal Institute of Chartered Surveyors (FRICS), Certified Commercial Investment Member (CCIM), and Certified Estate Advisor (CEA); is a member of the American Real Estate Society (ARES), the American Real Estate and Urban Economics Association (AREUEA), and Appraisal Institute; is an acting board member for Commercial Real Estate Women (CREW-SF) and Community Awareness and Treatment Services (CATs); and mentor for the Robert Toigo Foundation.
